The Ministry of Science and Technology ( MOST)is a functional government agency under the State Council to deliver the policies of science and technology development, larch major scientific research programme and coordinate different governmental ministries and departments to implement the inter-governmental research programmes.

Chinese science and technology policies are aimed at its relevance to economic development, encouraging the new high technologies and strengthening fundamental researches. Chinese Academy of Sciences ( CAS )are one of the major research bodies in China. The research institutes under CAS carry out the fundamental research programmes. Some of the research institutes are turned into important corporations. One of them is Legend Corporation , a major computer company in China with strong technical backing from Institute of Computing Technologies.

Chinese Academy of Social Sciences ( CASS )carries out studies in history, language, literature, population, and economics.

Other government ministries are also involved in the research activities within their own portfolios. These ministries include Ministry of Agriculture, Ministry of Land resources, Ministry of Water Resource, Ministry of Information Industry etc.

Universities under the Ministry of Education are another major force towards the fundamental researches as well as R & D in China. The spin-offs from researches carried out at the universities has brought about social and economic benefits.

The provincial science and technology committees work out the policies of science and technology at local level , launch the scientific programmes relevant to local economic development.

Chinese Government attaches great importance to technology transfer and industrialization. Since 1988, 53 science parks have been set up for this effort . One of the famous science park is located in Beijing. Nicknamed as Chinese Silicon Valley, the science park in Beijing has accommodated over 4000 high tech companies in information, biotechnology, advanced manufacturing and medicine with the surrounding research institutes and universities providing strong technical support.
